Candidate Statement for Steve Weller

Steve Weller is running for the open NEBRA board seat currently held by Todd Savage.  Here is his candidate statement:


I've been an active member of the New England cycling community since 2001, and would be proud to be a member of the NEBRA Board of Directors.  

Over my years of racing and training in New England, I've been involved with the sport on numerous levels: I have competed in road, track, MTB and cyclo-cross races, was team captain of the Dartmouth College team for 3 years, and have promoted local road and UCI C2 cyclo-cross races in New England.  Currently, I am the owner of Bell Lap Coaching, a coaching and athletic consulting business working with athletes throughout North America, and am an active member and team captain of the BikeReg.com / Cannondale Elite Team.  

My various roles in cycling have afforded me different perspectives of the competitive racing scene in New England, and it would be a privilege to serve on the board and give back to our community.

            The NEBRA Annual Meeting for closing 2011 and opening/conducting 2012 is hereby noticed as follows, with applicable references to the Bylaws of NEBRA:

Date and Time:  Saturday, February 04, 2012 at 2:00 P.M. (Annual Meeting is held within 60 days of the year end Art. II §6). Please note that the Race Scheduling Meeting for 2012 will be held at Hampton Inn, Auburn, MA  on Saturday January 28th @ 2:00PM, formal notice will be sent shortly.

Who Should Attend:  We encourage all to attend. Any and all renewing Members of NEBRA having paid their $25 membership fee for 2012 prior to commencement of the meeting at 2:00 P.M. on February 04, 2012 [may pay at the meeting] (USAC licensed New England Clubs and Promoters are eligible for NEBRA membership  Art. II §1 --- the fee for membership is $25 per year --- quorum requires 1/3 of all Members in actual or by proxy attendance Art. II §10). Election of 2 of the 5 seats on the Board of Directors (ie seats presently held by Diane Fortini and Todd Savage,  each for a two-year term (Art. III §1));
-Candidates: Two seats (out of 5 total) on the New England Bicycle Racing Association ("NEBRA") Board of Directors will be filled for 2012. Those wishing to seek election to the Board should notify John Laupheimer and provide candidate statements if they wish [j.laup@comcast.net]. If a seat(s) are not filled by election, the open seat(s) will be filled by appointment of the NEBRA Board during 2012 pursuant to the NEBRA Bylaws.


The business of the Annual Meeting will be limited to the above and the agenda set forth below, unless all Members in attendance (and a quorum being present) agree to additional matters being taken up (Art. II §10).

Voting:  Each Member of NEBRA will have one vote on each of the agenda listed matters (and one vote for each open seat on the Board of Directors), and all matters are decided by majority vote (Art. II §11). Votes may be cast directly and pursuant to proxy held and all proxies should be registered with the President of NEBRA (John Laupheimer) at the commencement of the Annual Meeting. John Laupheimer, as President of NEBRA, will be conducting and presiding over the Annual Meeting (Art. Congratulations to USA Cycling's 2011 Officials of the Year!

USA Cycling is pleased to announce its 2011 Officials of the Year.  The national governing body named one overall “National Official of the Year,” one “National Motoref of the Year,” five “Regional Officials of the Year,” and 27 “Local Officials of the Year.”

The honored officials were chosen by the USA Cycling Technical Commission based on their demonstrated excellence in technical skills, management and teamwork, and service to their respective local associations and promoters.

Taking the top honor as “National Official of the Year” was Steve Stone (Fredericksburg, Va.). Stone started off the year as Chief Referee for the Wilmington Grand Prix. He was then a commissaire at the Liberty Classic, Chief Referee of both the Presbyterian Hospital criterium and the Masters Worlds Qualifiers in Colorado, and then a motoref at the inaugural USA Pro Cycling Challenge. He finished the season as a commissaire at the Univest Grand Prix.

“A versatile and well-respected official, Steve is equally adept at moto work or being a referee,” said USA Cycling’s Technical Director, Shawn Farrell. “He has been one of the most sought after officials by organizers across the country. He is calm and collected under the most trying of circumstances and he represents the essence of professionalism.”

Each year, USA Cycling also honors the two-wheeled road warriors that keep the races safe out on the road. This year, Jim Allen (Ranchita, CA) earned this top honor. Jim has been instrumental as both a motoref at the biggest races in the country and as an instructor. He has been in the biggest international races and national championships for over two decades of service.

USA Cycling unveils Race Director Certification Program & License

USA Cycling is excited to announce plans for its new Race Director Certification program and race director license. The initiative, which begins roll-out in 2012, will offer certification, continuing education opportunities and licenses to race directors in an effort to define and recognize this important sector of our membership and strengthen overall race quality.

Until now, race directors only had the option of using club affiliation to sanction events with USA Cycling. With the new race director license, professional race directors now have the option to permit events without club affiliation at the same license cost. Clubs will still be able to put on events as they have in the past.Groups organizing a bike race in 2012 do NOT need a race director license in addition to a club license, only one or the other.

With race director certification, race directors will be able to tout training, professionalism and expertise when meeting with government officials and other event constituents. Through the race director’s association, professional race directors will automatically have an environment in which to share best practices. They’ll also enjoy professional development opportunities, specialized training and discounted permit fees. The licensed race directors will also be able to run for and vote for specific race director positions on the various USA Cycling Sport Committees.

“The race director certification program is important because it provides new and veteran race directors with a source of information dedicated to bike racing events and a platform to share best practices to help raise the overall quality of their event,” commented USA Cycling’s Race Director Certification Manager, Tara McCarthy.

USA Cycling will begin rolling out the new program over a two-year period beginning in 2012 with the new race director license available for the same price as a club license beginning immediately. Subsequently the race directors association will be formalized and Level C curriculum will be offered for online race director certification. Level B and National/International level curriculum will be offered by the end of the year.

Beginning in 2013, race director certification classes will be held in various locations around the U.S. and as the program grows certification Level B will be required for top-tier calendar race directors. Continuing Education Units (CEUs) will then be required for race directors to maintain certification.

What the new program means for USA Cycling clubs
The new race director license does not take away a club’s ability to sanction events with USA Cycling. It simply offers another option for professional race directors. Clubs can still sanction events as they always have.

Who should purchase a race director license?
Any individual who is interested only in permitting events, races (competitive and non-competitive) and fun rides, with USA Cycling and has no other need for the traditional Club affiliation.

How to purchase a race director license and set up a race director organization
While renewing or purchasing your 2012 license through your secure ‘My USA Cycling” account, click on "License Info," and then "Purchase New License" - you'll find the Race Director License under “Support License Purchase."

If you currently have a club for the sole purpose of sanctioning events, you now have the option to change your club to a Race Director Organization (RDO).  If you would like to make that change, or if you would like to set up a new RDO, pleasecontact your USA Cycling Member Service Representative(MSR) for assistance.

Each RDO will come with one complimentary race director license assigned to an individual. To link additional race director licenses to your organization, individuals or your RDO can purchase the additional licenses. Sucker Brook ‘Cross Donates $7,000.00 to Auburn Resident


An Auburn resident fighting cancer was the biggest winner of the 7th annual Sucker Brook 'Cross, a cyclocross race held at Auburn Village School. Race Director Jack Chapman, with his wife Barbara, recently presented Karen Jenness with a check in the amount of $7,000- to help with medical expenses.
"The donation is thanks to our generous sponsors and participants",. Chapman said this week. "Everyone who raced, sponsored or volunteered should be proud of their contribution. The support of local individuals as well as local and regional businesses and organizations has been simply awesome!”
This is Karen's third brush with cancer in the past thirteen years and her current chemotherapy will run into February of 2012. The mother of two and engaged to be married, Karen was overwhelmed with the amount of support and wishes to thank everyone involved with the event!

The Sucker Brook 'Cross, held Sept. 25th, has become a "must do" event on the New England calendar is one of the fastest growing cyclocross races in New England. In its seventh year, the event registered 448 racers from throughout New England and has established a tradition of raising money to benefit local residents with cancer or other life threatening diseases. Chapman noted that since 2005 the event has raised a total of $38,000 to aid Auburn cancer patients and he singled out the Auburn Volunteer Fire Department for their continued and invaluable support of the event.

"As cyclocross becomes more popular in New England, and as our race continues to grow, we look forward to continuing to help local residents who are in need," Chapman said.

USA Cycling Announces Winners of 2011 Election


Colorado Springs, Colo. (September 16, 2011) — USA Cycling is pleased to announce and congratulate the winners of its 2011 election for the 30 open seats on its seven new sport committees.
“I would like to welcome the newly-elected members of our sport committees and applaud them for taking the initiative to run for a position within USA Cycling’s committee structure,” said Steve Johnson, CEO of USA Cycling. “I truly appreciate the effort and passion displayed by all of the candidates who ran; and I look forward to working with the sport committees to help shape the future of bike racing in America.”
Earlier this year,USA Cycling’s Board of Directors approved a revised organizational governance plan with the goal of ensuring the bylaws and operating principles of the company accurately reflect the current business models of the sport today and for the foreseeable future. The new governance structure is designed to clarify roles and responsibilities and eliminate ambiguity in the original documents created in 1995.
The old associations (USCF, NORBA, USPRO, BMXA and NCCA) have been replaced by seven sport-specific committees: BMX, Collegiate, Cyclo-cross, Mountain Bike, Professional, Road and Track. Members of the pre-existing association trustee boards who had time remaining on their elected terms were transitioned to appropriate sport committees. Elections were then held from September 1 through 15 for the remaining open positions.

Start order for Non-UCI categories at 2012 USA Cycling Cross Nationals will be determined by rider ranking using the organization's new, improved ranking system to debut Sept 1


 
Call-ups for non-UCI catetories at Cyclo-cross Nationals will be determined by rider ranking in USA Cycling's re-vamped Results and Ranking System, increasing the importance of results submission for local race directors.
Start order for all non-UCI categories at the 2012 USA Cycling Cyclo-cross National Championships will be determined by rider ranking using the organization’s new, improved rankings system to debut Sept.1.
 
Cyclo-cross will be the first USA Cycling National Championship to use the remodeled rankings system to resolve call-up order for all race divisions other than Collegiate, Junior 17-18 and Elite. Following member feedback, this method of seeding aims to offer the most equitable and concise call-up procedure possible and does signify a departure from the previous approach of utilizing time trials, random drawings or based on when a rider registered online for Cyclo-cross National Championships.

USA Cycling’s new rankings system is set for public launch September 1, 2011. The rankings system will use an innovative algorithm to rank riders based on their results compared to other competitors rather than using an arbitrary event value. The new system will allow riders to achieve a ranking, based more on how well they race rather than how often. Rider rankings will be derived from an individual’s average of his/her top three results within a rolling 12 month period. More details on the revamped rankings program will be released in the coming weeks prior to the debut of the new system.    

To ensure as fair and accurate a process as possible, USA Cycling is requesting all cyclo-cross race directors to submit results to USA Cycling in an accurate and timely fashion.

Eligibility guidelines for 2012 Masters Cyclo-cross World Champs

The 2012 UCI Masters Cyclo-cross World Championships, scheduled for Jan. 12-15 in Louisville, Ky.,have announced the eligibility guidelines for participation
Eligibility Guidelines as follows:
  • Rider must be of cyclo-cross racing age of 30 or older.
  • Riders who appear in the UCI cyclo-cross rankings or have earned UCI points in the 2011-2012 season are ineligible for the Masters World Championships.
  • Riders who participated in the UCI Elite Cyclo-cross World Championships, Continental Cyclo-cross Championships or any UCI Cyclo-cross World Cup during the 2011-2012 season are ineligible to compete at Masters Worlds.
  • Any rider who has been a member, during the 2011-2012 season, of a team registered with the UCI in any discipline is ineligible for the Masters World Championships.
  • There will be no ability category restrictions in order for riders to compete.

Licensing
All racers will be required to hold a 2012 International Racing license. For U.S.-based Masters age racers unaccustomed to this requirement, USA Cycling recommends beginning the application process as soon as the 2012 licenses will be available for purchase on December 1, 2011. The international license allows riders to compete in domestic road, mountain bike, cyclo-cross and track events; therefore riders will not need to purchase a separate domestic license for the 2012 season.

International Licensing Process
The application process requires several steps including a signature on the international license athlete release form and proof of nationality. Riders will need to make sure the signed waivers and proof of citizenship are submitted to and processed by USA Cycling well in advance of the event. If these are not received and processed, the rider will be ‘pended’ in the system and will not be allowed to compete.

What are the additional steps?
  1. Once the international license has been purchased online atwww.usacycling.org, riders will be prompted to download, sign and submit the athlete signature page. This may be submitted to USA Cycling via fax, email (scan) or postal mail.
     
  2. Provide a copy of your birth certificate or valid passport for proof of citizenship. If a rider is just renewing their international license, they do not need to provide a proof of citizenship if it’s already on-file with USA Cycling.
Qualifying and Field Limits
The UCI Masters Cyclo-cross World Championships have a UCI-mandated field limit of 80 riders.

For fields with greater than 80 registrants the UCI Cyclo-cross Commission has determined that short heats will be installed, with a limit of 60-70 riders per heat and a maximum of eight heats, and a ‘repechage’. Start order for the World Championship final will be according to the results of the heats.

Start Order / Call-Ups / Finals Qualification
  1. Call ups for all qualifying races will be random draw.
     
  2. For fields greater than 75 riders a three-lap heat race will be contested. The number of heats will be determined by the total number of riders registered. In the heats, riders will be called up by random order in the same method as mentioned above.

    The finals will be raced with 80 riders with five coming from the Repechage. The Repechage is open to all racers who did not qualify for the Finals coming out of their qualifying heat.
     
  3. For the World Championship Final, riders will be called up by their order of finish in their heats (all first riders of the different heats, all second riders of the different heats and so forth).
     
  4. A second final — or Consolation Final — will be raced to determine finishing places 81-onward.
The random draw will be conducted on-site at registration. The rider who draws number 1 will be called up first and so on. Riders will draw their own numbers.

“The UCI and USA Cycling have been working diligently to establish fair and clear guidelines for the 2012 and 2013 Masters Worlds,” said race director Bruce Fina. “This is an entirely new animal. With ever-growing Masters fields in the U.S., all involved realize that these events will pose unique challenges that the races have not faced in Europe in terms of field sizes and eligibility. The UCI is rightfully concerned with protecting the integrity of the world championship jersey and title and its technical execution. All parties agree these qualification and eligibility guidelines are the best way to be fair to racers from the U.S. and across the world while still recognizing that this is a world championship event and affording it a degree of respect and recognition for the competition that sets it apart from most mass participatory events.”
